فَإِنَّ مَعَ ٱلۡعُسۡرِ يُسۡرًا5 إِنَّ مَعَ ٱلۡعُسۡرِ يُسۡرٗا6

A twice-repeated reassurance. The wording says 'with' hardship, which many commentators take to mean relief can accompany difficulty, not only follow it.
